Distance Learning Information for Out of State Students

State Authorization, included in the Higher Education Opportunity Act – 2008, requires educational institutions to be legally authorized to provide instruction in their states. In order to comply with these federal regulations, James Sprunt Community College (JSCC) may not accept students who are located outside of North Carolina if the College does not meet that state’s requirements.  To be compliant, JSCC must secure authorization from a student’s state of location before allowing the student to enroll in online courses.  Students should contact the Admissions Specialist at wedwards@jamessprunt.edu or (910) 275-6364 for more information.

Distance Learning Complaint Procedures for In-State and Out-State Students

Any student has the right of appeal on grievances resulting from any action taken by the college which affects a student’s academic standing or the student’s status within the academic program.  This procedure applies to all students regardless of their location. The proper procedure for student appeals is found in the JSCC College Catalog.

If the complaint cannot be resolved after exhausting the grievance procedure at JSCC, the individual may file a complaint with their state of residence.  In North Carolina, the University of North Carolina System Office (UNC-System Office) is the agency that handles such complaints.  The Student Complaint Policy and the Student Complaint Form are found at the UNC-System Office Post-Secondary Education Complaints website.

JSCC is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools (SACSCOC) to award associate degrees, diplomas, and certificates.  Students who file a complaint with the accrediting agency should follow the SACSCOC Complaint Procedure.  Complaints may be filed with the Commission only if there is evidence that appears to support significant non-compliance with a SACSCOC requirement or standard by JSCC.  The contact information for SACSCOC is:

Additional Costs and Requirements Associated with Distance Education

Students enrolled in Distance Education at James Sprunt Community are not charged separate fees associated with these courses.  Some assignments may require students to have additional hardware such as a webcam and microphone which will be listed in the course syllabus.  This technology may also be required for online proctored exams.  If a student must take a proctored exam and requests to test at a non-JSCC site, the student is responsible for finding an acceptable testing site and obtaining approval from their instructor.  Any fees charged by the remote proctoring site is the responsibility of the student.
