What is Career and College Promise (CCP)?

The purpose of Career and College Promise (CCP) is to offer structured opportunities for qualified high school students to dually enroll in community college courses that provide pathways that lead to a certificate, diploma, or degree as well as provide entry-level job skills. 

Why should I take CCP courses while in high school?

CCP is a fantastic opportunity that allows eligible high school students the opportunity to take college courses while in high school tuition-free! CCP allows high school students to get a jump start on their college and workforce preparation saving both time and money.

Leon’s Law

In accordance with N.C.G.S. § 115-D-10.80, otherwise known as “Leon’s Law,” James Sprunt Community College will require minor students to complete an acknowledgement prior to registration in any course offered by the college. A minor student is defined in said statute as one who is (1) under the age of 18 and (2) a dependent of his or her parent (i.e., claimed as a dependent for tax purposes by a parent or guardian who provides financial support).

The acknowledgment includes the following:

  1. To the extent allowed under FERPA (Family Educational Rights and Privacy Act), the education records of the minor student shall be provided to the student’s parent/guardian as long as the parent/guardian has not opted out of receiving the education records.
  2. To the extent allowed under FERPA, the education records of the minor student shall be provided to the school administrators and school counselors at the school in which the student is dually enrolled.

Since parents/guardians of minor students who are claimed as dependents on the most recent federal tax return may request access to certain education records, this law works alongside FERPA (Family Educational Rights and Privacy Act), the federal privacy law that protects student education records. The College shall document disclosures of minor student records and ensure access is limited only to authorized individuals as prescribed by law.

With a verified request, parents may access:

  • Final course grades
  • Attendance records
  • Course schedules
  • Academic standing (good standing, probation, etc.)
  • Disciplinary records
  • Other education records covered by FERPA

Important: Leon’s Law does NOT allow parents to sit in classes, get weekly grade updates, directly contact instructors, or bypass college processes. It only allows access to official records through the proper request process.

What Students Must Do

Upon verification of the student’s age, the College shall ask minor students to complete all acknowledgements necessary for the release of educational records under Leon’s Law. All students under 18 must complete acknowledgements before they can register for classes.

What Parents Must Do

Parents/guardians who want to request records must:

  • Provide verification information to confirm identity and dependent status. If the student has submitted a FERPA Release Form, the process may be streamlined to omit the submission of federal tax return information.
  • Parents may also decline access to their minor child’s education records under Leon’s Law.

Requests involving minor students’ educational records will be directed to:

  • College and Career Readiness program: the CCR Director
  • Career & College Promise/Early College: CCP and EC Liaisons
  • Continuing Education: Associate Vice President of Workforce Development/Con. Ed.
  • Requests outside the areas listed above will be directed to the Curriculum Registrar’s Office.
